Total Expected Roadmap

We propose to work on the above in the following phases: 

  • Discovery workshop: getting familiar with the legal literacy and level of knowledge when it comes to the advocacy, policy and EU regulatory framework. This phase includes greeted involvement in Stellar’s network and familiarisation with existing compliance/policy issues the community experienced so far. [Week 0]
  • Strategy and Planning: based on the outcomes reached through the discovery workshop, the EUCI team will prepare a thorough plan for the development of the LDK and propose a list of regulatory topics that will be further examined and presented to the community with the aim of further progression of advocacy efforts in the political arena. [Week 1-2]
  • Execution phase: the preparation of LDK in a written form, along with potential infographics and content creation for an educational webinar. Inclusion of legal/compliance professionals to gather their feedback on the subject matter, and publication of written LDK documentation. This phase includes the preparation of an online education webinar which will serve as the introduction, explanation of the LDK and orientation for developers and other interested parties.  [Week 3-4]
  • Follow-up phase: this phase includes updates and ongoing discussions, further information provided as a follow-up on the webinar and the establishment of a system for developers to be regularly informed about the most important updates regarding the regulatory regimes and framework that may impact their work and responsibilities. This phase is moreover dedicated to the ongoing process of standardisation of smart contract requirements and possible hive for continuous collaborative advocacy efforts. [Week 5-6]

Deliverables described under the first three phases can be established on the premise of the EUCI team receiving  $38-42K as they demand the involvement of a larger team. The inclusion of external legal/compliance professionals would raise the amount demanded to finish the Execution phase successfully with their help. 

With the budget reaching all together $50K, EUCI team can continue with the appropriate execution of the follow-up phase and continue updating the community, while developing further a high-level standardisation of smart contract requirements and advocate for a reasonable responsibility of developers deploying the code. 

Funding outside SCF:

In reaching a better regulatory framework and contributing towards appropriate knowledge sharing and capacity building on the side of the regulators, EUCI is not relying solely on Stellar and its SCF Award. We have received donations and grants from a number of organizations, such as the Ethereum Foundation, NEAR Foundation, Gitcoin, Optimism, Gnosis,  Interchain, MakerDAO, Bain Capital Crypto, Elusiv, Mesari and Ava Labs. In terms of overall funding, we have received around $360k over the span of 4 years, starting in 2020. 

In 2022 we received 120,000 USDC worth of a grant from the Gitcoin community. 

Our past efforts were also recognised by the Optimism community, which provided us with a Retroactive Optimism Grant in the amount of 21,905.68 OP. 

The overall value of voluntary hours provided to the Ethereum community by EUCI senior-level experts and contributors is estimated at 375,000 USDC from 2020. 

We believe that the collective efforts and support from various industry stakeholders enhance the recognition of our initiatives and strengthen our position in discussions with regulators about key regulatory challenges.

Deliverables List

  • LDK (Legal Development Kit) - Deliverable 1

We aim to prepare a set of wiki documents provided by the EUCI team and a selection of legal/compliance professionals to provide concrete information about developers’ responsibilities for essential smart contract requirements and code developed and deployed by them. We will primarily focus on explaining the regulatory frameworks and provide guidelines that will outline both, possible solutions and open issues. This LDK will include a webinar through which interested developers will have the opportunity to discuss their concerns and questions with legal and policy experts. 

  • Ongoing Advocacy and Policy Preparation - Deliverable 2

As part of the ongoing policy development on the EU level, EUCI will provide regulatory updates on further political development regarding the regulatory frameworks that primarily set the rules around developers’ responsibilities. The aim of such updates is to exchange viewpoints and share expertise before providing concrete feedback to the regulators. Lastly, the updates and ongoing advocacy contribute to the collective efforts regarding the foundation for future standardisation of smart contract requirements.


 

Entity Description

EUCI stands for the European Crypto Initiative, a non-profit crypto advocacy organisation based in Brussels. We aim to help shape the EU-wide legislative context for web3 projects by communicating the industry's needs while considering the broader political context. EUCI aims to shape EU regulation to favour open, permissionless, decentralised applications leveraging blockchain.

Team bio

EUCI founders have been in the Ethereum community since 2014/2015 and have all worked with local blockchain think tanks where they led the conversations between early blockchain adopters and the regulators, authorities and policymakers.  

Marina Markezic - EUCI Co-founder and Executive Director

Since 2017 Marina has been working with crypto projects on governance and legal matters with a focus on decentralisation, DeFi, and NFTs. Marina is an expert on key crypto regulatory topics and follows the recent regulatory developments and their influence on the industry. As a speaker at numerous blockchain and regulatory events, Marina is passionate about contributing to the dialogue for innovation-friendly regulation.

Florian Glatz - EUCI Co-founder 

Florian Glatz has co-founded and led the German Blockchain Association (Bundesblock) as President for its first four years. He advises political decision-makers at the German and European levels on blockchain regulation. Trained as a lawyer and software developer with many years of experience working full-time in the blockchain space, Florian is aware of the key issues at the intersection of crypto assets and regulation.

Simon Polrot - EUCI Co-founder 

Simon Polrot has co-founded and led the French crypto-assets association ADAN as President for its first two years. Lawyer, entrepreneur (VariabL, LGO), nonprofit contributor (Ethereum France, Chaintech, etc.). He has 5 years of expertise in crypto and founded the Ethereum France website in Feb 2016. With ADAN, he is making the crypto-assets industry a reality in France & Europe.

Vyara Savova - Senior Policy Expert

Vyara Savova is a web3 and human rights lawyer based in Sofia, Bulgaria. She is a SOAS, University of London Alumna (LLM in Human Rights, Conflict and Justice), and a PhD candidate focusing on legal automation through the use of smart contracts. Before joining EUCI, Vyara was the Head of Business Development for an NLP-based AI language transcription project and a legal expert and consultant for various technological and crypto projects.

Anja Blaj - Senior Policy Expert 

Anja is a lawyer by background, based in Ljubljana, Slovenia. She is the president of Blockchain Think Tank Slovenia and a co-founder of Devleet, a software development firm based in Ljubljana. Anja has previously headed the Advocacy department at the European and Asian Blockchain Hubs and was the Chief Strategy Officer at the Future Law Institute in Bath, UK. She consulted several Web3 companies and was on the organising committee of the DGov Council and ETH Barcelona.
